Cue sports leagues tend to run for a long time once established, which is exactly why it's worth setting up handicaps and table access properly from the start.
Handicap by frame points
Giving a weaker player a starting points head-start each frame (common in club snooker) is the standard way to keep a wide-skill-range league competitive without changing the actual rules of the game.
Book table time properly
Since matches can run long, especially best-of-5 snooker frames, agree a slot length in advance and stick to it, rather than letting one match run over and delay everyone else's night.
Recognise the standout shots

Agree which rule set you are playing
Pool is the problem here: World Rules, Blackball and American pool differ on fouls, free shots and what happens after a scratch, and most players have absorbed a slightly wrong version from whichever pub they grew up in.
Name the rule set in your league description, print a one-page summary of the fouls, and leave it on the table. Almost every mid-season pool argument is two people confidently applying two different rule sets.
Match the frame count to the table time
Snooker frames run long and unpredictably; pool frames are short. A best-of-five pool match fits comfortably in half an hour, while a single snooker frame between two club players can take that on its own.
For snooker, best of three with a points limit or a clock is the realistic casual format. Booking table time by the hour and running out mid-frame is the most common way a snooker league loses its venue slot.
Keep a break-and-clearance record
Frames won tells you who is winning; highest break tells you who is actually improving. In snooker especially, a player whose best break has gone from 18 to 42 across a season has had a good year regardless of the table.

Sort out the shared-venue etiquette
Most casual leagues run in a club or pub where other people also want the table. Agreeing with the venue in advance which tables are reserved, and for how long, prevents the weekly negotiation that otherwise falls to whoever arrived first.
Tell your players the arrangement too. A league that has booked two tables until nine and says so has no problem; one that assumed it had them has a different problem every week.
